Question on making a change to the submission

The contest rules state "Once a Submission is made, the Contestant cannot make any changes or alterations to the Submission until the judging is complete."
Our app is a website that allows users to more easily find activities for a certain population. Users can login and contribute information on new activities that help the whole community. Users can also participate in forums.
1. Would we be breaking the rules if someone adds additional activity information or participates in the forum discussions when the site goes live after the submission? No software code would be changed, but the site would have a little more content due to users adding in activities.
2. Can the authors of this app use the website to add additional activity info after the submission and before the judging is finalized?  (Again, no software is changed, but there would be more content)
3. Or, should we disable login until judging is over so the site stays exactly the same as on the day we submit.

    The contest rules have been amended in light of your question. You can edit your submission until the date that the Contest ends.
    To your first point, which site are you referring to in the following statement:
    "when the site goes live after the submission?"
